Claim Management Supervisor
Objectives:
Directly responsible for the Claim Management of the entire project. Responsible for implementing and maintaining the Claim Management procedures as defined by the Business Administration Project Director during the Service Pre-Acquisition Phase. Also responsible to implement the Claim process on a national, regional and local level. Responsible for defining all claims made by the subcontractors, by the Customer or by Siemens internally. Also responsible for tracking all claims, processing them for approval to Siemens and Customer, possibly revising the Customer and Subcontractor Contract (with the assistance of the Contract Manager) and makings sure an invoicing procedure is completed by the Commercial / Cost Controlling Department. A more specific Scope of Work is defined below.
Scope of Work:
1. Implements the organizational structure and processes for the Claim Management department as defined by the Business Administration Project Director and the Contract Manager during the Service Pre-Acquisition Phase.
2. Complete understanding of all contracts between Siemens and the Customer, suppliers and subcontractors.
3. Establishes national / regional structures and national / regional interfaces.
4. Ensures standards and practices are implemented and followed for the entire project.
5. Claim Management Project Status reporting towards the internal Siemens management and the Customer.
6. Supervises status-reporting process.
7. Responsible for identifying all required changes and for educating the regional offices on Claim Management procedures and requirements.
Interface:
• Reports to the Contract Manager.
• Daily interaction and communication required with the entire Business Administration Team and all National Managers and the Regional Managers
• Direct reports include: All project Claim Management assistants.
Qualification Profile:
• One (1) year experience in telecommunications project management, specifically related to Claim Management.
• Experience in managing teams by setting and evaluating objectives.
• Strong decision-making and management skills.
• Ability to work under extreme pressure with tight timeframes.
• Accurate, reliable, self-confident and firm.
• Ability to have a self-confident and firm stance

- Ensure that TK Partners and CW Partners follow the project specifications and acceptance specific documentation (Acceptance Process, Guidelines, Forms, XXX Database and Checklists).
- Assist Nokia Acceptance Coordinator and Regional Manager to monitor Acceptance visits and ETQ visits.
- Check the CW ETQ checklist and pictures from CW partners and approve site to be ready for provisional acceptance visit
- Use ETQ reporting system (ETQ checklist from CW partner must be entered to E-PM)
- Check the site before approving site to be ready for provisional acceptance visit
- Implement the acceptance process and follow the acceptance progress on the regional level.
- Make and agree with Subcontractor weekly forecast of site acceptance visits.
- Report to Acceptance Coordinator major acceptance and quality problems
- Follow the clearance of the CW punch lists
- Follow the issuing of acceptance forms from XXXX to the partners and from XXX to XXXX according to the agreed acceptance process.
- Ensure Subcontractor submits all necessary information for each site required by **** and the Customer for site acceptance.
- Ensure Subcontractor identifies all barriers to get site acceptance by the customer.
- Invite CW contractor (TK partner) to all site acceptance visits with the customer (if required).
- That CW Subcontractor (TK partner) remedies and verifies all defects identified by the Customer and Nokia during the acceptance process.
- Assist the Regional Manager to manage the customer acceptance procedures in accordance with the project requirements.
- Monitor the readiness of all CW site documentation
- Weekly regional Acceptance Meeting
- Prepare Regional Acceptance follow up report on weekly bases.
- Monitor that acceptance documents have been entered to E-PM by the Subcontractor accurate and done in time. Give guidance if needed.

- Perform random quality checks on 10% sites
- Use ETQ reporting system (ETQ checklist must be entered to E-PM)
- Check 100% of the site before approving site to be ready for provisional acceptance visit

- Agree with Subcontractor on a weekly basis the site acceptance visits.
- Report daily to Acceptance Coordinator of the progress and of major acceptance and quality problems
- Follow the transfer of punch list XXX -Partner, XXXX-XXXX
- Follow the clearance of punch lists
- Follow the issuing of acceptance forms from XXXX to the partners and from XXXX to XXXX according to the agreed acceptance process
- Verification of the TI site folder accuracy as part of the ETQ process.
- Ensure that the Subcontractor submits all necessary information and documentation for each site as required by XXX and the Customer for site acceptance.
- Ensure Subcontractor identifies all barriers to get site acceptance by the customer.
- Ensure Subcontractor makes all site acceptance visits with the customer (if required).
- Manage the customer acceptance procedures in accordance with the project requirements.
- Monitor the readiness of all site documentation
- Weekly regional TI and Acceptance Meeting
- Prepare Regional Acceptance follow up report on weekly bases.
- Monitor that acceptance documents have been entered to E-PM by the Subcontractor accurate and done in time. Give guidance if needed.

Contract Manager:
Objectives:
Directly responsible for insuring all legal documents used on the process adhere to local laws, regulations and Siemens Local Company standards prior to use. The Contract Manager shall also participate in negotiations of all legal issues in the Subcontracts and the Frame Agreements. The Scope of responsibilities will range from completing Agreements / Subcontracts to ensuring the Lease Agreement and all required Supporting Documentation required to make them valid are complete. The Contract Manager will also be responsible to make sure the Customer Contract is clearly defined to the project team and that all Claim, Change Order, Risk and Customer Notificaiton processes are implemented and executed during the Project Realization Phase. Also will participate in various legal issues as the arise on the project. A more specific Scope of Work is defined below.
Scope of Work:
1. Reviews the Customer Contract during Project Start Up and implements the Business Administration processes defined by the Business Administration Project Director during the Service Pre-Acquisition phase.
2. Updates all Claim, Change Order, Risk and Customer Notification processes based on actual conditions in the Customer Contract.
3. Provide training on Claim, Change Order, Risk and Customer Notification processes.
4. Responsible for interfacing with Service, Sales and the Customer to resolve all open, disputed or unclear issues relating to the Customer Contract.
5. Directly responsible to manager the activities of each Supervisor responsible for Claim, Change Order and Risk Management.
6. Reviews, localizes and approves all legal agreements, easements, and subcontracts during Project Start Up.
7. Negotiation of Subcontractor Contracts during Project Start Up.
8. Insures Subcontractor Master Files are maintained for all departments.
9. Approves all Subcontract Abstracts produced by the Lease Administrators for use in the field.
10. Defines standard drop-in or language to be used in the Lease Agreement.
11. Gives final approval of all documents for signatures within Siemens / Customer and ensures that the site is free from all legal problems.
12. Provides miscellaneous legal support to project during the entire project.
Interfaces:
• Reports to the Business Administration Project Director.
• Daily interaction and communication required with the entire Business Administration team and with the National Managers, Regional Managers, Supervisors, Team Assistants and Subcontractors.
Qualification Profile:
• Two (2) years experience in telecom Business Administration related project management
• Strong understanding of local legal processes.
• Highly intelligent and able to handle multiple tasks at once.
• Extremely detail oriented.
• Accurate, reliable, self-confident and firm.
• Excellent negotiation skills
